David Harley

David Harley is a Charleston Attorney who focuses his practice on education and employment law.

Education and Experience

David Harley was born the son of a minister. Throughout his childhood, he lived in different cities all across South Carolina. He attended Furman University, where he earned a bachelor’s degree. After graduating, he worked five years for United States Senator Fritz Hollings as his state field representative and his reelection campaign fundraising manager. Subsequently, he earned his Juris Doctor from USC School of Law.

After graduating from law school, David Harley worked as a clerk for U.S. District Court Judge Cameron Currie. In 1997, he began practicing privately with a boutique law firm in Chicago, Scariano, Himes and Petrarca, Chtd. The firm represented over 250 municipalities and school districts in the Midwest. David Harley eventually transitioned from this firm to a position as General Counsel for the Special Education District of Lake County (SEDOL), which is the largest special education cooperative in the state of Illinois. In addition to serving as General Counsel at SEDOL, he also served as of counsel and lead attorney of the special education department of Hinshaw & Culbertson LLP from 2001 to 2005. From 2005 to 2007, he served as of counsel to Scariano, Himes and Petrarca, Chtd. In 2007, he founded his own practice in Chicago, Harley Law. He founded his current firm in South Carolina in 2013, and continues to practice law privately through this firm today.

David also provides professional development and presentations to schools and parent groups, and has presented several times to the Illinois Association of School Boards Joint Annual Conference, and has presented several times at the Illinois State Board of Education’s Special Education Directors Conference.
